Login user has full right on smportl.

Is the user a standard user or some kind of admin role?

There is a config you have to make if you want to make the portal accessible for standard users:

Is the portal just a white box? Or do you see the full portal including the "Create Request" button in the right bottom corner but without your Service Offerings and Request Offerings? Maybe you can add a screenshot of the portal view.

First create a catalog item group that include your portal items. After add this catalog item group to your security role.
