Silverlight being presented as a needed update on Windows Server Core

The issue with Silverlight getting presented as a needed update on Windows Server Core editions has been reported many times in the past but since March 2009 there have been no official answers that I can find and it seems to be unknown whether this is an expected behaviour or a known bug.

Would it be possible to get an update on this issue?
