Shared Folder Security Rights are not effective in Windows Server 2000-2003 environment and Windows XP clients

We are using a Windows 2003 R2 storage server as a file server. Our domain is based on Windows Server 2000 SP4 and our clients use Windows XP SP3.
Suddenly, the server folder security rights that are applied on the windows server share became ineffective. When I go to the security tab, the security rights are there, but every user can go to every folder and read/write in every subfolder like there
were no specific permissions. Allow / deny entries are ignored the same.
I have tried to create a fresh shared folder, but the problem persists. All servers are regularly updated with Microsoft patches.
I would be grateful if you could help me with this problem.
