Hi,
Based on my research, if you plan to use shared credential for accessing the SCOM dashboards, you need to use the Secure Store Service, which is available for ALL the SharePoint 2013 editions. Secure Store Service is not available in SharePoint 2010 Foundation edition. So Sharepoint 2013 Foundation should support shared credentials.
