I recently setup a second DHCP scope on our Server, will computers access this new scope when the first scope is depleted of addresses? thanks

Depends.... TCP/IP clients are not configured to access any specific DHCP server. So, If the DHCp servers are on the same subnet as the clients, they will both attempt to service the network hosts. If your DHCP servers are on a remote subnet, then to have your DHCP services service the remote clients, you have to have both of them defined in your DHCP relay agents. When you have more than one stand-alone DHCP server, you'll need to configure their scopes as to not overlap each other...typically in a 50/50 design.
