How do I check my Windows 2008 primary domain controller to sync to an external time source?
How do I point my other servers to get time from my primary domain controller after it is sync'ing to an external time source?

Hello,
First of all, you can use netdom query pdc command to get your PDC role FSMO holder.
Checking the source of sychronization can be done by checking registry entries or command lines.
For registry entries: http://support.microsoft.com/kb/223184
For command lines, I would recommend reading the article of Meinolf Weber:

w32tm /monitor

To configure a client computer for automatic domain time synchronization
w32tm /config /syncfromflags:domhier /update
net stop w32time
net start w32time
check
w32tm /monitor
