Setting Up DNS for intranet CDN
Question: Which subnet masks are associated to the networks listed above?
Have you checked this article?
Description of the netmask ordering feature and the round robin feature in Windows Server 2003 DNS

There's a command line option by using the Dnscmd /Config /LocalNetPriorityNetMask that you can control the Netmask ordering behavior.
I hope this help,

Hi,
Thanks for posting here.
By default Windows DNS server will always use local subnet prioritizing as the method for giving preference to IP addresses on the same network when a client query resolves to a host name that is mapped to more than one IP address.so that client can get
the closest IP address for connection.
We have a thread that discuss similar request for reference :
DNS Subnet Prioritization

Workaround that posted by Sukhwin08 in the thread below should also help us to achieve the goal:

We have a network with four offices and need our clients to resolve example.domain.com to a different ip addresses. How can we setup DNS to serve the proper address based on the office they are in? We have tried using netmasking but this does
not seem to work from our central office.
Office 1 - example.domain.com -----> 10.10.10.5
Office 2 - example.domain.com -----> 192.168.1.5
Office 3 - example.domain.com -----> 10.100.4.5
Office 3 - example.domain.com ----->
