I have search high and low and cannot figure out what is going on. 

The registration fails with the typical "The Data Access service is either not running or not yet initialized."

The Data Access service is running.

PowerShell is set to Unrestricted

A little background:  I had SM registered with a DW server but the DW server went down so we rebuilt using a different Management Group name.  Also, both the old DW and the Management server were at 2012.  When the DW died I upgraded the Management server to R2 then built the new DW with R2.

Pulling my hair out, any help is greatly appreciated.

Something else to note:  after server restart the Data Access service takes a very very long time to start. It fails a few times then finally starts.  I did change the service account user name and password for this a while back.

Hi Herb.  

So, the server went down yes.  Did you attempt the unregister Service Manager from the DW, even though it was offline?  If so, what was the result?  Also, then do you get the error, at the stage where you test the connection, or when you actually register with the DW?
