Please check if KB2621440 or KB2667402 [MS12-020 - Vulnerabilities in Remote Desktop Could Allow Remote Code Execution (2671387)] is installed on server in question. If the said patch is installed, uninstall that and see if that makes any difference. MS12-020 patches are known to cause RDC disruption when installed on some 2008 R2 systems.
