Can the domain functional level be at level 3 while the forest is still at level 2?

Yes. In fact you can't set the forest functional level to 3 until all the domains are at FL 3. FFL 3 doesn't actually give you any new functionality. It simply stops anyone from adding any new domains with lower functional levels. Tony
