Server 2008 - Odd network issue
Our server 2008 PDC has a static IPV4 address. It runs DNS but NOT DHCP - DHCP is handled by another server (odd I know, but we have our reasons). I noticed that on the DHCP server the MAC address for our 2008 server (with a static IP) is taking 10 DHCP addresses. Hi, Please check if you have installed and enabled "Routing and Remote Access Services" on the servers. If so, what you notice should be an expected system behavior. By default, when the RRAS service first come online and it request 10 IP addresses from the DHCP server as the IP address pool. When the remote clients dial-in via VPN, they will get the IP address from the pool. If there is no client dialing in, these 10 IP addresses will be kept by the DHCP server in the lease, which is just like what you have seen. Hope it helps.David Shen - MSFT

It does not appear that we have that installed, but interesting enough we do use VMware on the DC which does some of what you are talking about, perhaps this is the culprit. To further validate this - We have an identical server in another location with the same DHCP setup, but no VMware and I do not see the 10 connections.
