Server 2008, Do I need to restart the server after changing the tcp/ip stack?  Or is there a process I can restart to reload the stack?
Windows Server 2008 R2 - If I make changes to the stack such as disabling automatically register in dns, do I need to restart the server? Or is there a process\subsystem I could restart to reload the stack? I've been searching technet for tcp configuration articles and I find many for Win2003, XP, and some for Vista and Win7, but not for WinServer 2008. Are the articles on configuring tcp/ip for WinServer 2003 applicable to WinServer 2008?

There are a lot of differences between W2003 and W2008 however most articles for Vista are applicable to W2008. To your initial question: you usually don't have to reboot the machine if you reconfigured dns registration and other settings available in the GUI.
