According to your description, when logging on as ordinary user and clicking the print button, the report cannot be printed, right?
In Reporting Services, we can set "EnableClientPrinting" or "Enable download for the ActiveX client print control" to control the client-side printing. In our local environment, we have tested this scenario and reproduce this issue. The cause of the issue is that the user has no permission to download ActiveX control.
In your scenario, when logging on as Admin, the user can download and install the ActiveX, so the report can be printed. Please check if the ordinary user has permission to download and install ActiveX.

From you description, it is keep asking every time to install ActiveX Control, RSClientPrint when you try to print any report, right? This issue occurs because Internet Explorer is requesting the current build RSClientPrint.cab file. However, the server only
