Hi,
In order to use SSIS to connect to the Azure SQL database, you will need to add the SQL virtual machine's IP address to the list of Allowed IP Addresses of your Azure SQL database server (instructions are posted here).
It will probably be the easiest to run through these steps by accessing the Azure Portal through your VM. The Azure Portal is able to automatically populate the "Current Client IP Address".
