SQL Server 2014: VM Licensing

I don't understand well this phrase:

Licensing individual VMs is the only licensing option available for SQL Server 2014 Standard Edtion customer who are running the software in a virtualized environment under the Per Core model

If a have one VM (SQL Standard) on Hyper-V....  Can't I license it by Server\CAL ??

This is a technical forum where we can answer the simple technical stuff. But for the really advanced material, like understanding the licensing, I strongly recommend that you contact a Microsoft representative. And make sure that you get a written answer, so if you are license-audited later on, and found to violate the license, you have something to refer to.
