SQL Express 2012 installation fails on WmiServiceStateCheck

We are attempting to install SQL Express 2012 SP2 on a Win7x64 SP1 computer.  It says the WMI Service is not started, yet it is started and running OK.  If we stop and restart the WMI service then the Event Log has normal start and stop messages.   What should we do?

Please try to reset WMI on Windows 7 using the following article:

We had previously tried the WMI "winmgmt /salvagerepository" command and it did not help.

However, we didn't know about the other options (verifyrepository and resetrepository).  We will try that when we can get access to that computer again.
