SCSM 2012 - 'Adjust Incident Priority and Resolution Time Tule Add' Workflow is stuck

The 'Adjust Incident Priority and Resolution Time Tule Add' Workflow is stuck and this is causing the entire production system to run very very slowly.

This workflow does not appear in the cosole so I am unable to disable it through the console. I need guidance on how I can possibility disable it.

I have found the rule name and the MP Name through running SQl script but I don't know any command in SQl to disable it, is there anything I can do in SQL? is there a powershell script I can run to disable it? or is the only way to do it by amending the sealed management pack?

This is an urgent request, any assistance greatly appreciated.
