SBS 2003 licensing CAL's
I've got a SBS 2003 server that is throwing up a 'License usage for a product licensed in per server mode is at the maximum number of licenses purchased...' error. Sure enough the client is only using the original 5 licenses that came with the server and
they have over a dozen connections at one time so I'm getting a quote for more CAL's.
Question: I'm reading about per server and per seat mode - and per device and per user CAL's. As I understand it I need to get per user CAL's. Does that sound right? Does the choice of per server/per seat have any relation to whether I should get the per
device or per user CAL's or are they mutually exclusive?

Edit: I know I'll need to purchase the SBS 2011 CAL's and downgrade them.
