SAPI5 doesn't work at 12, 16, 24 e 32 kHz on Windows Server 2003
On Windows Server 2003, when selecting the frequencies 12, 16, 24 e 32 kHz with the Microsoft SAPI5 application TTSApp.exe or from the Speech Control Panel applet (if the selected engine sets one of the above frequencies as the default one) the Microsoft SAPI5 subsystem does not work. This happens with whatever SAPI5 application that uses sound card. It works on audio file. Only 8, 11, 22, 44 e 48 kHz work on sound card on Windows Server 2003. The above failure happens only on Windows Server 2003 (I did not test 2008). It works perfectly on Windows XP. Windows Vista and Windows 7. Can Microsoft fix it? Thanks.
