You need to use third party tool for this .
BizTalk 360 has this features from very past , and you can leverage the auditing feature and Application permission issue with it .

No, there is no built in way to make the permissions of Administrators, Operators or B2B Operators any more specific or granular. BizTalk Admin console users are either part of BizTalk Server Administrators or BizTalk Server Operators.
This is where BizTalk360's advanced authorization comes in.

Microsoft doesn't provides you the option of doing that, however you can keep the intended users in the MS operator group (in case they happen to be in admin group).
This will restrict the users from viewing the msg or changing any configuration of BizTalk artifacts.
Or else BizTalk 360 is the way to go. That will provide you exactly what you are asking for.

BizTalk360 is a wonderful utility with multiple features. However, I am interested on only one of them for time being. As I am trying to implement only a single feature, it would be great to know some inputs from the experts on how to start and where to look.

Hi Sugata,
Microsoft does not provide you this feature for fine authorization . Either you can go ahead with third party tools as BizTalk 360 , AimsInovation or try leveraging Microsoft.BizTalk.Operations (in Microsoft.BizTalk.Operations.dll) which will require you development to go through your requirement .
