Request offerings slow to load from console
For some reason the request offering window from the console has about a 30-40 second lag time to load. If I right click on "Service Request Fulfillment" and click on "Create Service Request", the request offering window takes
up to 40 seconds to load. Doing the same thing but selecting "Create Service Request from Template" brings up the template window almost immediately. Is there any way to seed this up?

You probably have a performance issue on your database. The difference between these two methods is that the former (slower) method is retrieving and processing all of your service offerings, which is not a lot of data, but is executing a fairly complex
query on the back end, where has the later (faster) method is skipping over the offering and presenting templates, a much simpler query.

How is loading time on the portal?

The initial load of the portal seemed slow, but loading the portal subsequent times after that was reasonably quick. I tested on 4 different browsers and they were all reasonably quick.

I have no specifics on when and how in regards to Service Manager caching but if initial portal load was slow (as in the 30-40 seconds you experience in the console) then Thomas could be right. The webportal does a lot of caching (sometimes too much where
you have to force it to re-load offerings) - a quick test is to restart the portals application pool and check loading times on the portal again (forcing it to reload all data).

My initial problem went away after one of the CU updates for SCSM 2012 R2. We are now on SCSM 2012 R2 CU4 and request offerings via the console do not start with a lag.
