Is it posible to have a production database on-premise and to have a replication of this database on Azure? So the Azure database is used only to make queries from an ASP.Net aplication on Azure?

Unfortunately, there is no update as to when it will be Generally Available. I checked around and found this discussion.
SQL Data Sync is not recommended for production. There are plans to introduce similar capabilities in the future, but SQL Data Sync as it remains, is not going to come out of preview.
We are keeping Data Sync in current Public Preview state, as we work on an expanded hybrid data movement service with a superset of capabilities, which will include data sync. The exact timeline of when the data sync capability will GA is still being determined. In the meantime, while we still welcome POC and pilots applications to use data sync and continue to give us feedback around functionality and performance, we are not encouraging external customers with immediate needs to go to production to rely on data sync. Those customers would have to build an application/service using Sync Framework instead.
