As per your description what I understand is you have an on premise AD and would like to have a replica of the same on cloud (Azure). If this is what you want to accomplish then the answer is YES.

You need to provide more information. Are you talking about on-prem AD or Azure?
Also, what do you mean by "one machine's ADDS"?
