I installed the Remote Server Administration tools Technical Preview( January 2015). Then, I went to "Control Panel" ->" Turn Features on or off but the remote Server Administration tools is missing. Does this version of RSAT work for the latest release of Windows 10 Enterprise? If so, then how can I get the feature to show up?

RSAT for Windows 10 RTM is not released yet. It should be released in the middle of Aug.
