RODC concept is not there in windows 2003 it was introduced in Windows 2008.This new type of domain controller, as its name implies, hosts read-only partitions
of the Active Directory database.

Even in Windows Server 2008 RODC, you can not replicate from RODC if your main server is down.
RODC is not replicated to RWDC.
Thanks

Hello,
First of all, there is no RODC in Windows Server 2003. RODCs had been introduced with Windows Server 2008 and
require at least a Windows Server 2008 RWDC/GC to receive the replication.
Anyway, an RODC is like its name states is a read-only domain controller. That means that it can be used only for read operation and not for write operations. This means also that the replication is one way and that there is no way that an RODC replicate
its content to another DC. For that, it is impossible to recover a DC / Domain from an RODC.

Hi,
As others mentioned, an RODC is a new type of domain controller in the Windows Server 2008 operating system. There is no RODC in Windows Server 2003. This new type of domain controller, as
its name implies, hosts read-only partitions of the Active Directory database. Because no changes are written directly to the RODC and therefore do not originate locally, writable domain controllers that are replication partners do not have to pull changes
from the RODC.
Regarding the current issue, wed better confirm the detailed information about the issue. Do you mean an additional DC failed to replicate from the main DC after the main DC was down in the
thread? Before going further, please provide us more information about the current issue.
Also, please refer to the following articles about troubleshooting replication issue, it may be useful to us.
