RDP to Server 2008 R2 only works after the console has been connected to

I have a set of newly cloned servers running Server 2008 R2. These servers have RDS installed as well as Xenapp 6.5.  I am unable to RDP to these servers- the rdp client flashes very briefly to a black screen as if it is connecting and then the RDP window closes with no error. After someone has logged into and out of the console (vsphere) RDP works just fine until the server is rebooted. RDP licensing looks good and all Citrix functionality is runs normally. Any thoughts as to what could cause this?

So you mean to say when somebody connects to console you can connect and when console session is disconnected-RDP session also disconnected. 

Does this happens for any specific user or for all users?
From single system or all systems?
Which version of RDP client installed on client machine? Here suggest to upgrade to RDP 8.1 and check the result. Have you configure proper SSL certificate for RDS Server. You can try following Hotfix for further result.

Not quite.  After a reboot, RDP to the server does not work. Once someone (anyone) has logged in and out of the server's console (these are vmware vms, so you log on through the vmware console) then RDP will function. Once RDP is working it works without issue regardless of anyone being logged on via the console until the server is rebooted.  Currently I have 36 servers this is happening to- all cloned from a single server which does not have this issue.  The user id does not come into play as you never even make it to a logon screen when attempting to connect with RDP. It flashes to a black window briefly then closes with no error or logon prompt.
