I need some clarification on cloud building with scvmm with a custom made portal.

Creating the cloud:

1. Create the infrastructure with SCVMM
2. manage the infrastructure with SCVMM
3. use SPF for creating the custom self service portal
4. or use Azure pack for SCVMM as the end portal

My question is are the  steps correct?

More specifically, at what point do we connect with a 3rd based app and provision the SCVMM managed cloud?

Do we only need SCVMM and then make SCVMM powershell calls from an "provisioning service", or do we need to go to SPF and them make the calls, or maybe install Azure pack? Where is the API located (on what component) that we can use?
