Also you could configure DHCP policy based assignment for this devices&groups;

so , how can i block any IP or MAC Address through Windows Server 2012.

If you have already identified the rogue DHCP server than remove it from the network or let them reconfigure it the way it can't distribute IP addresses within your dhcp ranges. I suppose we should disable the router from offering IP addresses.
To block any mac addresses, we could follow the guide provided by Burak.
