I am running windows 2003 R2 SP2 on my current print server. I want to move all of the printers on that server to my new windows 2003 R2 SP2 server. What is the best way to do this without having the users didnt the old printers etc. I know we can use gpo and the printer manager etc. what is the best/easiest way to do this.

There is a special tool called Print Migrator. With this tool is it's very easy to save your printers to a file on the "old" server.
