Is it possible to block only file/folder deleting but allowing renaming it ?

This may provide you with the solution you are asking for.
On the folder's detailed permissions do the followings:
Deny the user (or group) the permissions: Delete & Delete Subfolder and Files
Allow the user (or group) the permission to Write Extended Attributes (so user or group can rename folders and files)
To apply the permissions on the included files and subfolers inside the folder then you have to apply permissions on This folder, subfolders and files.
Remember to grant or deny permissions on the folder level not on the file level otherwise permissions will be harder to manage and troubleshoot especially if you have many files and folders.
