Cloud service is hosted in South Central US data center. I have reports that the application is very slow for some Asian users. Could you please suggest something to improve the performance of the cloud service.

From your description, It seems that your service already across the regions. I think you can consider Azure Traffic Manager. Traffic Manager can direct user traffic to distribute it across multiple locations, such as multiple cloud services within an Azure datacenter or multiple Azure websites in different datacenters.
