Package / Deploy Fail w/o Error

I've been building and deploying an Azure web role project for a couple of years now.  Suddenly today I can no longer package or deploy the Azure web role.  I can build the web project and the Azure project successfully.  I can run everything in my dev environment just fine.  However, when I try to PACKAGE the web role it fails but doesn't give me any useful error info (that I can see).

I have tried restarting, Windows Update, NuGet updates and I've tried the build on another machine, exact same issue.  It must be a project or config issue but I'm not sure how to troubleshoot it.

1>------ Build started: Project: myWeb.Azure, Configuration: Release Any CPU ------
1>C:\Source\myWeb\packages\Microsoft.Bcl.Build.1.0.21\build\Microsoft.Bcl.Build.targets(243,5): warning : All projects referencing myWeb.csproj must install nuget package Microsoft.Bcl.Build. For more information, see http://go.microsoft.com/fwlink/?LinkID=317569.
2>------ Publish started: Project: myWeb.Azure, Configuration: Release Any CPU ------
2> Transformed Web.config using C:\Source\myWeb\Web.Release.config into obj\Release\TransformWebConfig\transformed\Web.config.
2>Done building project "myWeb.Azure.ccproj" -- FAILED.

Restart VS once if above does not work and check again.

  3) Remove the Azure Project from the Solution and Re-Add it and check.

  4) Make sure <Import ModuleName="Diagnostics"/> is not added in the csdef file.

  5) If the above dont work, then try Removing all project files and Creating a new Azure project with the Roles and Settings.

FYI - the only way I was able to solve my specific problem was to create an entirely new Azure project, transfer over the roles, SSL settings, etc.  The old Azure project didn't work, even having tried it on several machines.
