One you have delegated control over an OU to a regular user, how does that user access the active directory list to add create new users? Thanks

Once a user is delegated control over a OU, he can access the Active Directory via any LDAP based application such as ADUC MMC, Active Directory Explorer and some other 3rd party apps.
