I you've Office 365 Developer Subscription and is linked to Azure, you would only be able to view the directory and not the other items in the management portal. However, your screen shot shows that you have Pay-As-You-Go Subscription for which there is
no limit on hosting apps and Azure free trial has a limit of 10 apps. For more details see this link:

If you have a Pay-As-You-Go subscription then you should be able to spin up Virtual Machines and create SQL Databases. However you will be charged for the services that you use.
