Just be sure to read the admin guide.
What you would need to do in this case is un-tar the OVA to an OVF (metafile plus VMDK) and then cop the VMDK to the SCVMM Library.
Then you can create a new VM using that VMDK And SCVMM should know to convert it.
I have done quite a bit of work with OVF / OVA over the past two years.

I am trying to convert WTX_Launch_Hypervisor_8.4_RHLNX_64B.ova file into something Hyper-V can use.
There is a com_ibm_wtx_launcher_bld141_image_rh_linux_x86_64_8_4_0_0.ovf and large RHEL55-64.vmdk in there.
Any other direction you can give?
Considering that this is a Linux machine it most likely will not 'just work'
I have had considerable issues attempting to move Linux machines between hypervisors. In the case of VMware Linux machines there are two ways to install the VMware Tools.
If they are installed one way it is no big deal to move the VMs about. But if they are installed the 'correct' way then there is a SCSI controller error on boot if they are not on ESX / Workstation and the only way to get past it is to modify the kernel and get the SCSI driver out.
I would expect this problem is VMware Studio was used to build the appliance.
You are better building your own Linux Vm on your target platform and adding the vendor software to it.

I can tell you that folks still download Citrix's Project Kensho for this very thing.
(I know because I host the download).
The MSFT VM Converter assumes that your OVF is a VMware flat file style OVF ('stored VM') which is a very specific non-runtime format. There are actually lots of gory details under there....
I ended up installing Oracle VirtualBox (minimal install) and used the command line tool vboxmanage.exe
Here's the command line I used from a Admin command prompt:
"c:\program files\oracle\virtualbox\vboxmanage.exe" clonehd --format vhd nodename-disk1.vmdk ztuag958929v2.vhd
I imported on virtualbox
then went to virtualbox media manager, select copy
save as VHD disk
move to Hyper-V, make new virtual machine and attached existing VHD (select file made)
worked first time, no issue at all
