OU to OU movement
I'm trying to move Users from the Built-in OU into New OU's and Groups in these new OU's. No GPO are in effect for this deomain besides the default and no permissions have been set. Will this be ok?

Hello,
you can't move the default groups from the
builtin container NOT OU in AD UC? What's the reason for doing this?
The Builtin container default groups contain groups that are defined with domain local scope. You can move groups in and out of this container, but you cannot move
the default groups in this container to another location or to another domain.

Hi,
I want the users moved to specific OUs and not in the built-in container, so that I can apply GPOs. I'm not moving the built-in groups like Domain and Enterpise Admins, just the users created in the domain.I.J

I believe you mean you now have users in the built-in "cn=Users" container. There should be no problem moving the objects you created into other OU's. I would leave the default objects, like "Administrator", "Guest", "Domain Users", "Domain Admins", etc.,
