OIDs--Are they required for PKI?
I am planning on setting up a PKI for internal certificates. Is the OID even needed in that situation?

This depends on what you mean under OIDs. OIDs by itself are required for PKI. Any application/issuance policy (for example Server Authentication, Code Signing) are OIDs. Any certificate template has it's OID and so on.
