Hi,

When you run the network discovery wizard, you can select ICMP & SNMP, so the ping is monitored automatically (except if your switch block ICMP).

What model is your switch ? maybe there's Management Pack for it.

Great, it's supported by SCOM 2012 : http://blogs.technet.com/b/jonathanalmquist/archive/2011/08/11/list-of-supported-network-devices-in-operations-manager-2012.aspx

So if you discover it through SCOM you'll have already a lot of information available for this switch without the need of creating SNMP rule etc..

that correct, what if a separate management guys wants to get notified if the ping status is down for this particular switch!?

You have to create a notification subscriber (the other management guy email) , create a group that contains your switch & create a subscription that sends notifications of alerts to the notification subscriber from step 1 for alerts raised by any member of the group from step 2
