Need Assistance Registering Systsem Center Service Manager Data Warehouse

Background;

Data Warehouse and reporting were functional at one time but are no longer functional.

Question: Is the data Warehouse Installed and configured

Answer:

Unable to Unregister Data warehouse

Version: 7.0.6555.128

Error Message: "...You must first register a data warehouse"

Task:  register Data Warehouse

Error Message:

"...UnauthorizedAccessEnterpriseManagementException: the user Domain\Account does not have sufficient permissions..."

I the user account that you are using to register the Service Manager Management Group with the Data Warehouse a DW Administrator?
