Given Windows 7 64 bit and a non-windows partition with the inherited permissions in first level folder, the inherited permissions can not be removed. If the folder is changed to "do not inherit" the inherited permissions disappear as expected. If, after establishing appropriate permissions, inheritance is re-enabled the unwanted permissions come back and the only way I have found to remove them is to re-boot in Vista, change the permissions in Vista and then reboot to Windows 7. Ugh!
