In my Failover Manager both both the nodes are showing down & SQL Server services is stopped.I tried manually starting the cluster services but it failed. I think my cluster is broken now how i can re configure the whole cluster again.

If both nodes are down, you may have to do a recovery.

Do you have any backup created before the issue occurs? If so, you could do a restore as states in following article:

Now if your entire cluster is down and broken you should seek a Windows Admin asap. If you had taken the SQL backup prior to the breakdown it may help you in recovery.

But may be you are facing some network issues or so, Post the error messages from Application and Sytem Log in the event viewer so that we can look into those messages and can suggest something or you can always rebuild. But I suggest you try to fix the current cluster before building a new one.
