Which is the OS you are trying to install the agent setup ?

Also, which is the Processor / os architecture and which setup did you use X86 or AMD64 ?

Also is the agent appearing in Pending management ?

This article is for SCOM 207 but should apply to 2012 too.

To Gautam, OS is 2008 R2 SP1, so I used AMD64 setup.

No, the agent does not appear in pending management.

I activated ETL logs, attempted to start service again and stop the trace. But where these traces are stored ? I didn't find them...

I activated the traces on the monitored server, reproduced the problem, stopped traces, but nothing in the generated logs : the logs are empty (0KB).

In addition, when I try to uninstall Monitoring Agent from the monitored server console, thie error is shown :

"Error 1723. There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run.

Just for a try, Can you Uninstall the agent manually and then use the X86 Setup the agent if it is x64 Server just to see if the installation succeeds and appears in pending management ? 

Based on my knowledge x86 should work for both X86 and X64 but the X86 will work only for X86 and not for X64.

Finally, after opening a case versus Microsoft support, the technician advised me to install Visual Studio 2010 tools.

Since these tools have been installed, the Monitoring service runs flawlessly.

I don't know why these tools were not been installed correctly.
