Try to open the command prompt, go to the C:\Windows\Microsoft.NET\Framework64\v2.0.50727 directory and run the following command:

caspol.exe -machine -reset

Another possibility is media corruption. Try downloading SQL Server media again.

Uninstall SQL Server Setup Support Files using Control Panel -> Programs and features.
