Meta Cleanup After a DCpromo /force removal
Hi,
It been awile since I have done this, but could some one confirm the steps involved for a full meta cleanup of a 2003 dc.

Santhosh has directed you to correct MS KB,
Additionally you need to make sure there are no DNS Entry of Failed DC in the DNS.

Hello,
it is not only AD that must be done
http://msmvps.com/blogs/mweber/archive/2010/05/16/active-directory-metadata-cleanup.aspx also the DNS zones and zone properties, Nameserver tab if the DC was DNS server also.
Do not forget AD sites and services where a DC never is removed automatically.
If you have seized the FSMO roles then also the time service must be reocnfigured
