You can use IIS in windows to host web sites.
If you are not familiar with IIS please read the following articles:

If you want to host this web site for internet users to access, there is alot of other things you need to start working on...
Your first step is to register the domain name using any registrar that can register the particular domain of your choice. Some popular ones are Network Solutions, Go Daddy, etc...
You'll then need to figure out who is going to host the DNS records. You can either host them with a company or set up your own DNS servers. The first is typically easier and more cost effective. In addition, many of the registrars provide
you with DNS services for free or at a nominal fee.
Then you need to figure out who is going to host your website long term. Again, many of these registrars provide web hosting packages at a nominal cost. OR you could set up your own web servers (as you have indicated). I am sure if
you do a search on any of the search engines such as bing, google, yahoo, etc... you will find hunderds of web hosting sites. Some are even free.
Aside from hosting the website, you may need database connectiivty, especially if you are going to be displaying dynamic content. The dyncamic content is going to be stored in your DB. This dependency may affect your decision on where to host.
You DNS zone will need to contain the records that will point to your website. If hosting in your network, to actually allow traffic into your website, you'll need to congfigure your premiter Firewall and/or NAT device to allow the traffic into your
network.
That's a pretty high overview. If you are going to develop in ASP.net, there is alot of great information out there in internet land.
