MTP USB Device fail to install when computer is connected to domain

Posted this to the Windows 7 forum yesterday, they sent me over here.
This is what I wrote:
I'm working with IT support for many users, we have a strange problem with iPhones.
MTP USB Device fail to install on every single PC.
I've done alot of research about this and there are many different solutions, though nothing worked for me.
Yesterday I manged to locate the problem.
When I connect my phone to a computer with a new installation of Windows 7 the iPhone drivers install sucessfully and I can easily transfer photos.
But when I connect my computer to our domain, reboot and uninstall the iphone drivers the computer can't reinstall them again.
When I check the properties for the device I get this error code:
This device is not working properly because
it is not possible to load the necessary driversfor the device.
(Code 31).
My first though was that this has to be a setting in our group policy but we have not configured one single setting that has to do with this.
So my next guess was that there is a problem with access rights for the local files in c:\windows\
If that's the problem, how can I make sure that the domain admins got full access for every single local file on a computer?
And please don't send me to another forum, I'm 100% sure that this problem is caused when the computer is connected to our domian.

The Domain Admins is already members of the Administrators group.

I'm getting closer to a solution.
I created and compared two log files, they're both from the same computer. There is a new copy of Windows 7, not 1 single program/update installed.
The only difference is that 1 log is created directly after the installation of Windows 7 and the other log when the computer is connected to out domain.
Here is the important difference between the logs:
This is from the first lines of the log:

But only in the first log (from computer without domain connection) it's followed by this:

On the log of the second computer that row is just empty.
To me it feels like there is some kind of rights problem. But I'm domain admin and member of every single local group. If anyone would like to take a closer look at the logs please give me your mail and I'll send them to you.
