Thanks for the reply.
To narrow down the root cause, please try the following steps:
1. follow the KB to test this issue: http://support.microsoft.com/default.aspx?scid=kb;EN-US;319624
2. Delete all the files under "C:\Documents and Settings\%username%\Local Settings\Temp\" and try the installation again.
3. Logon as a built-in administrator account to install MSI package.
If the issue persists, please collect the following information:
1. Enable verbose Windows Installer log;
How to enable Windows Installer logging
http://support.microsoft.com/default.aspx?kbid=223300
2. Use Process Monitor to monitor the process while installing the package
a) Download Process Monitor. To do this, visit the following Microsoft Web site: http://technet.microsoft.com/en-us/sysinternals/bb896645.aspx
b) Click Download Process Monitor and then click Save.
c) Save the file in a folder of your choice.
d) Right-click the file that you downloaded, and then click Extract to.
e) Specify where you want to extract the file, and then click Extract.
f) Double Click the Procmon.exe to start Process Monitor.
g) Click the Tool bar's Capture to stop Capturing.
h) Click Edit -> Clear Display to clear the Capture existing records.
i) Exist unnecessary programs and applications. Click the Tool bar's Capture to start Capturing.
j) Reproduce the issue.
k) On the File menu, click Save to save the Process Monitor log file.
l) Under Events to save, click to select the All events check box.
m) Under Format, click to select the Native Process Monitor Format (PML) check box.
n) In the Path box, specify a location on the local hard disk where you want to save the file.
3. Use Windows Live SkyDrive (http://www.skydrive.live.com/) to upload the Windows Installer and Process monitor Logging files and then give us the download address. Wilson Jia - MSFT
