I attempted to download the standalone installer from the Microsoft download center but running it produces this:

Installer encountered an error: 0x80070003
The system cannot find the path specified.

Anyone have any ideas?

I attempted the standalone install in a clean boot state and still received the same error message. The log file you referenced in %windir% doesn't seem to exist.
