KB2919355 FAIL at 99% - error 0x800f0922

Tried and retried countless times on a number of servers running Server 2012 r2.  Will state install is complete, reboot, "work on updates" up until about 99%, and then fail, reboot, rollback.  error 0x800f0922

I have performed the following;

1.  Installed KB2939087

2.  Installed KB2919442

3.  Ran clearcompressionflag.exe

4.  Downloaded and run offline installer Windows8.1-KB2919355-x64

Also performed the following commands before #4:

sfc /scannow

dism /online /remove-package /packagename:Package_for_KB2919355~31bf3856ad364e35~amd64~~6.3.1.14

dism /online /cleanup-image /startcomponentcleanup

dism /online /cleanup-image /CheckHealth

Can you point to where in the file it says that?  What you're suggesting is the same file I attempted to download from step #4, checksum of a new download matches the one sitting on the server.

Please run the process Monitor to find the root cause why its failing
