I have received a request from application team that when they are trying to run a repair tool against the full search catalog, they are seeing below error message. Any help would be greatly appreciated.

I  checked few things from my end and was able to see that Full-Text catalog SMG which the below table is part of got populated around the same time.

ErrorMessage:

[Mercury][SQLServer JDBC Driver][SQLServer]The full-text population on table 'REQ' cannot be started because the full-text catalog is importing data from existing catalogs. After the import operation finishes, rerun the command.;
